It's not game over when you come across a stronger tribe. If you have a smaller tribe, you can out-run bigger tribes. This is a mechanic to ensure that people with weaker tribes do not get wrecked immediately as long as they know what they are doing.

I also find that when you have a smaller tribe, they move faster than bigger tribes.
