Sometimes you select a skill and you don't get it, so you lose one level
Is rare but it happens, I think maybe it happens when you gain multiple levels and you haven't selected your skills yet, so you select several in a short period of time and gets bugged, but I'm not sure

Happened two times with the flag skill, and one time with the backpack skill
