AI tribes with no minions

Cannot collect resources. Cannot heal at the campfire. Same problem as reported 5 months ago, although I guess much better, since it's just one tribe. Still really annoying though.

Currently, tribes with no minions cause this problem only in tribe mode, but not in castle mode.
